Full-time Exempt
Annual Salary: $58,864 - $73,569.60 DOE
 
Ensures accurate posting, recording, and documentation of official city actions; ensures legal administration of city elections; acts in official capacity in the absence of the City Secretary.

Essential Duties
  • Performs all functions and duties of the office of the City Secretary in the absence of the City Secretary.
  • Administer the preparation, publishing, posting, and distribution of City Council agenda and agenda packets within the guidelines of the Open Meetings Act.
  • Prepares ordinances, resolutions, reports, and memoranda in preparation for City Council meetings; Finalizes ordinances and resolutions after City Council consideration and obtains proper signatures; publishes, and/or posts ordinances and resolutions in accordance with law.
  • Prepares PowerPoint presentations for the City Council meetings.
  • Attends meetings of the City Council; follows through on items acted upon by the City Council.
  • Finalizes council minutes by printing, numbering, and obtaining proper signatures, and places them in appropriate minute book.
  • Assists the City Secretary with research of City Ordinances and Resolutions and maintains the City’s Code of Ordinances.
  • Oversees the records management of all City records and schedules as well as the destruction of city records following the Texas State Library and Archives Commission guidelines.
  • Maintains current Boards and Commissions member lists and updates as required.
  • Assists the City Secretary with requests for information under the Texas Public Information Act.
  • Oversees the documentation and maintenance of all completed Public Information Act requests to include Attorney General rulings and legal opinions.
  • Assists in Municipal and Special Elections, including the preparation of the necessary resolutions and ordinances, and posts notices of same ensuring all legal requirements are met.
  • Oversees the reporting, monitoring, and maintenance of records of all City vehicles, City facilities, and City properties to ensure proper coverage.
  • Oversees the maintenance and monitoring of City contracts, lease agreements, and professional service agreements.
  • Oversees the preparation and scheduling of proclamations.
  • Assists with answering the telephone, directs calls and visitors to the appropriate personnel, provides information, and/or takes messages when appropriate.
  • Performs Notary Public services as needed.
  • Sorts and distributes mail daily.
  • Serves as essential emergency personnel when required.
  • Regular and prompt attendance is an essential function of the position.
  • Performs such other related duties as may be assigned.
ACCEPTABLE EXPERIENCE AND TRAINING
High school graduation, or its equivalent, plus at least two years of related clerical experience or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

CERTIFICATES AND LICENSES REQUIRED
Texas Registered Municipal Clerk (TRMC) certification required, or currently enrolled in TMCCP with ability to complete certification within three years.  Must maintain certification while in position. Must be bondable and possess a valid Texas driver’s license.
